Yesterday, the Ohio Department of Commerce revealed the 12 provisional Tier I cultivation license recipients. Tier 1 licenses permit a canopy up to 25,000 sq. ft. initially. Today it followed up by sharing the scores of all 109 applicants. The winners included the top ten scores as well as two who were approved to fulfill a legal requirement to award cultivator licenses to “economically disadvantaged applicants” that included Parma Wellness Center and Harvest Grows, which is tied to Arizona-based Harvest.

The state used a two-stage process to determine the finalists. Any application that failed to meet a minimum of 60% on any of the five plan areas (Business, Operations, Quality Assurance, Security and Financial) was disqualified, with all but 36 falling into this category. Several of these disqualified companies scored in the top 25% of scores, including GrowthOrchard Patners, FarmaceuticalRX, Grean Peak Industries Ohio and GTI.

The final scores weighted to arrive at a maximum score of 200, with the average application scoring 127.74.
